On 18 December 2025 ICAE and the Moroccan Center for Civic Education signed a Memorandum of Understanding (MOU) with the African Foundation for Lifelong Learning (FA-ATLV)<\/em><\/strong><\/p>

This partnership agreement is a direct response to the global call for action issued at the Seventh International Conference on Adult Education (CONFINTEA VII), held in Marrakesh, Morocco, in June 2022. The foundation of this MOU is the Marrakesh Framework for Action, a landmark document endorsed by representatives from over 140 countries. The Framework establishes a global commitment to translating the right to lifelong learning into a tangible reality, ensuring that Adult Learning and Education (ALE) remains a key pillar of the UN Sustainable Development Goals. By joining forces, our three organizations aim to bridge the gap between policy and practice. <\/p>

This cooperation will focus on several key areas, including:<\/p>

\u2022 Capacity Building: Strengthening the skills of educators and practitioners in Morocco and across Africa.<\/p>

\u2022 Policy Advocacy: Advancing the goals of the Marrakesh Framework to ensure adult education remains a priority in national development agendas.<\/p>

\u2022 Research and Evaluation: Promoting evidence-based research in the fields of adult education and lifelong learning. <\/p>

As we move forward, this partnership will serve as a catalyst for innovation in lifelong learning and global citizenship education across Morocco and the continent. We are committed to fostering a culture of continuous learning that empowers individuals to navigate the challenges of the 21st century. <\/p>

Mr. Arabi Imad, President of the Moroccan Center for Civic Education and our Vice-President for the Arab States,<\/p>

Colleagues from the International Council for Adult Education (ICAE), in particular our Vice-President for Africa (Carole Avande Houndjo) and our current Secretary General (Katarina Popovic) and our incoming Interim Secretary General (Farrell Hunter) and other Executive Council members Nora Chacon (VP, Latin America) and Board Members Elsy Wakil (Arab States), and Cecilia Palm (Europe).<\/p>

Distinguished guest, ladies and gentlemen \u2013<\/p>

Today is a momentous occasion for us in the ICAE, as we sign a Memorandum of Understanding between the African Foundation for Lifelong Learning, the Moroccan Center for Civic Education and the ICAE.<\/p>

17 June 2022, at the conclusion of CONFINTEA VII, 142 countries signed the Marrakesh Framework for Action (MFA) which identified the commitment of the Kingdom of Morocco to establish the African Foundation for Lifelong Learning, aligned with the urgent recognition that the African states, that face persistent education challenges also offer large opportunities for future development.<\/p>

Moments like today, where we witness the commitments made at a CONFINTEA become a reality are significant for us as the ICAE. Because we too, as the International Council for Adult Education, was initially envisioned in 1972 during the third CONFINTEA in Tokyo, Japan. We were formally established in 1973, as the global network representing civil society committed to advancing the right to Adult Learning and Education, with members from local, national and regional adult learning and education networks across Africa, Asia-Pacific, the Arab Region, Europe, North and Latin America and the Caribbean.<\/p>

Today, 18 December 2025, we, join colleagues from the African Foundation for Lifelong Learning and the Moroccan Center for Civic Education in formally making this commitment to working in partnership to strengthen the capacities of all stakeholders, harmonize efforts, share expertise and develop joint initiatives to support adult education and lifelong learning.<\/p>

This partnership agreement could not have come at a more opportune time for us at the ICAE, because after 52 years of having moved our Secretariat from Toronto, Canada, to Montevideo, Uruguay, to Manila, Philippines, to Belgrade in Serbia, effective 1 January 2026 (just a few weeks from today) we will begin operations from Cape Town, South Africa.<\/p>

But most importantly, today, we recognise that the challenges we face in our world as identified by the MFA in 2022 have not just persisted but in many cases have become flashpoints of multiple and interconnected crises. As we approach the date when we were meant to achieve the Sustainable Development Goals in 2030, we call on all parties to double our efforts to ensure that we will continue to advance the critical contribution that adult learning and education, within the framework of lifelong learning, can and must play.<\/p>

Let us ensure that today will not be remembered because we signed the MOU, we commit that today will be remembered and celebrated because we will have achieved our vision of a just, peaceful, equitable and sustainable world.<\/p>
