an <strong>early and strategic <\/strong><strong>process<\/strong> in defining the future priorities, narratives, and directions of global education policy.<br><br>At this stage, <strong>who is visible\u2014and whose expertise is recognised\u2014matters<\/strong>.<br><br>Given the <strong>very short timeframe<\/strong> and limited outreach so far, there is a real risk that <strong>adult learning and education (ALE)<\/strong> will once again be <strong>underrepresented<\/strong> in shaping the future education agenda.<br><br>This is not simply a technical consultation.<br>It is a <strong>political moment of positioning<\/strong>.<br><br><strong>What is at stake for ALE<\/strong><br><br>We know from processes such as GRALE that:<\/p><ul class=\"wp-block-list\"><li>ALE is consistently <strong>recognised in policy discourse<\/strong><\/li>\n\n<li>but ALE remains <strong>systematically underfunded and marginalised in implementation<\/strong><\/li><\/ul><p>If ALE perspectives are not present <strong>from the outset<\/strong>, there is a real risk that ALE and<br>lifelong learning will remain <strong>rhetorically acknowledged, but structurally sidelined<\/strong><strong>.<\/strong><br><br><strong>What we ask you to do<\/strong><br><br>We strongly encourage all ICAE members and partners to act quickly:<br>\u2714\ufe0f Find out more about <a href=\"https:\/\/www.unesco.org\/sdg4education2030\/en\/consultations\"><strong>Education Beyond 2030<\/strong><\/a> and <strong>s<\/strong><strong>ubmit nominations<\/strong><br>\u2714\ufe0f Nominate <strong>both<\/strong><a href=\"https:\/\/forms.cloud.microsoft\/e\/fT6zB4pzn1\" target=\"_blank\" rel=\"noreferrer noopener\"> <strong>organizations<\/strong><\/a><strong> and<\/strong><a href=\"https:\/\/forms.cloud.microsoft\/e\/t4ajT8G5Ti\"><strong> individual experts<\/strong><\/a><br>\u2714\ufe0f Ensure that our <strong>ALE networks<\/strong><strong>, like the ICAE, and all regional and national ALE networks are <\/strong><strong>nominated.<\/strong><br>\u2714\ufe0fNominate <strong>individual ALE experts from your region or country<\/strong><br>\u2714\ufe0f <strong>Mobilise your networks<\/strong> to actively nominate from our members.<br><br>Multiple nominations are possible and encouraged.<br><br>Nominations are submitted <strong>individually<\/strong> via UNESCO and will inform the <strong>selection of participants<\/strong> for the foresight exercise.<br>This is <strong>not a voting process<\/strong>, but a way to ensure that relevant expertise and perspectives are taken into account.<br><br>\ud83d\udc49 In this context, <strong>broad and repeated nominations can help signal the relevance and legitimacy of ALE actors<\/strong>.<br><br>We encourage you to include ICAE as one of the nominated organisations:<br><br>Suggested justifications: <em>(We are concerned that they may use AI to process the nominations and therefore we picked key words from the tasks involved in the foresight exercise to draft these justifications.)<\/em><br><br><em>\u201cTo achieve SDG4 and a just Post-2030 Education Agenda, lifelong learning must be treated as a central pillar of education systems. ICAE, <\/em><em>is the only global civil society network <\/em><em>for adult learning and education<\/em><em>. ICAE brings critical expertise and the voices of <\/em><em>educators and learners<\/em><em> who are often excluded<\/em><em>. GRALE findings consistently show a gap between policy commitments and financing for ALE. Including ICAE in the foresight exercise is essential to ensure equitable, inclusive, and sustainable education systems beyond 2030.\u201d<\/em><br><br><em>\u201cICAE is well positioned to contribute to the Post-2030 education agenda because it combines long-standing normative engagement with the capacity to generate and mobilize diverse forms of evidence across contexts. Building on its global civil society membership and experience with UNESCO processes, ICAE can complement formal monitoring systems by integrating structured expert consultation, real-time feedback mechanisms, and participatory, experience-based formats that capture the realities of adult learning beyond institutional settings. These approaches allow ICAE to provide timely, synthesized insights that are both empirically grounded and policy-relevant, strengthening its role not only as an advocate, but as a credible contributor to agenda-setting, monitoring, and adaptive governance in the evolving Post-2030 landscape.\u201d<\/em><br><br><strong>A collective responsibility across ALE networks<\/strong><br><br>This is not about individual organisations\u2014it is about the <strong>collective positioning of ALE globally<\/strong>.<br>We therefore encourage a <strong>coordinated approach<\/strong>, ensuring that:<\/p><ul class=\"wp-block-list\"><li>ICAE as the global network and all our regional ALE networks are widely nominated, and<\/li>\n\n<li>diverse expertise from across contexts is represented<\/li><\/ul><p>A fragmented response will weaken our visibility.<br>A coordinated one can strengthen our influence.<br><br><strong>Looking ahead<\/strong><br><br>This foresight exercise is only the beginning.<br><br>Civil society will be formally consulted in <strong>2027<\/strong>, and together we will prepare strategically for that moment:<\/p><ul class=\"wp-block-list\"><li>by strengthening coordination<\/li>\n\n<li>by ensuring timely information flows<\/li>\n\n<li>and by positioning ALE clearly within the broader education agenda<\/li><\/ul><p>We are also exploring the possibility of organising a <strong>short online exchange<\/strong>, potentially with regional partners, to unpack the process and discuss next steps.<br><br>We count on your engagement to ensure that reconnue.<\/strong><\/p><p>Compte <strong>tenu du d\u00e9lai tr\u00e8s court <\/strong>et de la port\u00e9e limit\u00e9e de la consultation jusqu\u2019\u00e0 pr\u00e9sent, il existe un risque r\u00e9el que <strong>l\u2019\u00e9ducation et la formation des adultes (EFA) soient une fois de plus sous-repr\u00e9sent\u00e9es<\/strong> dans l\u2019\u00e9laboration du futur programme d\u2019action pour l\u2019\u00e9ducation.<\/p><p>Il ne s\u2019agit pas simplement d\u2019une consultation technique.<br>Il <strong>s\u2019agit d\u2019un moment politique d\u00e9cisif pour se positionner.<\/strong><\/p><p><strong>Les enjeux pour l\u2019ALE<\/strong><\/p><p>Des processus tels que le GRALE nous ont appris que :<\/p><ul class=\"wp-block-list\"><li>l\u2019ALE est syst\u00e9matiquement<strong> reconnue dans le discours politique<\/strong><\/li>\n\n<li>mais l\u2019ALE reste <strong>syst\u00e9matiquement sous-financ\u00e9e et marginalis\u00e9e dans la mise en \u0153uvre<\/strong><\/li><\/ul><p>Si les perspectives de l\u2019ALE ne sont pas pr\u00e9sentes d\u00e8s le d\u00e9part, il existe un risque r\u00e9el que l\u2019ALE et<\/p><p>l\u2019apprentissage tout au long de la vie restent reconnus au niveau rh\u00e9torique, mais structurellement mis \u00e0 l\u2019\u00e9cart.<\/p><p><strong>Ce que nous vous demandons de faire<\/strong><\/p><p>Nous encourageons vivement tous les membres et partenaires de l\u2019ICAE \u00e0 agir rapidement :<\/p><p>\u2714\ufe0f Renseignez-vous sur <strong>\u00ab <a href=\"https:\/\/www.unesco.org\/sdg4education2030\/en\/consultations\" target=\"_blank\" rel=\"noreferrer noopener\">\u00c9ducation au-del\u00e0 de 2030 <\/a>\u00bb et soumettez des L&#8217;inclusion de l&#8217;ICAE dans l&#8217;exercice de prospective est essentielle pour garantir des syst\u00e8mes \u00e9ducatifs \u00e9quitables, inclusifs et durables au-del\u00e0 de 2030. \u00bb<\/em><\/p><p><em>\u00ab L\u2019ICAE est bien plac\u00e9 pour contribuer au programme d\u2019\u00e9ducation pour l\u2019apr\u00e8s-2030 car il combine un engagement normatif de longue date avec la capacit\u00e9 de g\u00e9n\u00e9rer et de mobiliser diverses formes de donn\u00e9es probantes dans diff\u00e9rents contextes. S\u2019appuyant sur ses membres issus de la soci\u00e9t\u00e9 civile mondiale et son exp\u00e9rience des processus de l\u2019UNESCO, l\u2019ICAE peut compl\u00e9ter les syst\u00e8mes de suivi formels en int\u00e9grant des consultations d\u2019experts structur\u00e9es, des m\u00e9canismes de retour d\u2019information en temps r\u00e9el et des formats participatifs fond\u00e9s sur l\u2019exp\u00e9rience qui refl\u00e8tent les r\u00e9alit\u00e9s de l\u2019apprentissage des adultes au-del\u00e0 des cadres institutionnels.
