Who we are
The International Council for Adult Education (ICAE) is a global network of regional and national umbrella organizations, that champions adult learning and education (ALE) as a fundamental human right. It was created in 1973 and has 7 regional bodies (Africa, Arab Region, Asia, Caribbean, Europe, Latin America and North America) representing more than 800 NGOs – regional, national and sectoral networks – in more than 75 countries. It advocates for lifelong learning as a driver of social transformation, empowering individuals to be active citizens and participate fully in society. The International Council for Adult Education (ICAE) is a global network with a specific mandate to advocate for youth and adult learning and education (ALE) as a universal human right.
ICAE is an organization in associate relations with UNESCO, with consultative status to the United Nations Economic and Social Council (ECOSOC) and observer status with the United Nations Framework Convention on Climate Change (UNFCCC) and the United Nations Environmental Programme (UNEP).As a strategic partner with UNESCO and the United Nations, ICAE leverages its global influence to address pressing issues such as climate change, social justice, and sustainable development, making adult education a powerful tool for change.

ICAE’s mission is to promote learning and education for adults and young people in pursuit of social justice within the framework of human right in all its dimensions, to secure the healthy, sustainable and democratic development of individuals, communities and societies.

Our Structure
The International Council for Adult Education (ICAE) operates through a well-defined structure that supports its mission. The General Assembly (GA) is the highest governing body, meeting every four years to set strategic priorities, approve reports, and elect members of the Executive Committee (EC). The EC is responsible for executing the GA’s decisions, composed of representatives from seven global regions. Key roles include the President, Vice Presidents, Treasurer, and Secretary General. The Secretariat manages daily operations, while ICAE’s global partnerships with NGOs and international organizations amplify its advocacy efforts globally.
The Secreteriat
The ICAE Secretariat is responsible for the day-to-day operations and administration of the organization. Led by the Secretary General, the Secretariat manages the implementation of decisions made by the Executive Committee (EC) and the General Assembly (GA), ensuring smooth coordination of programs, finances, and strategic initiatives. World Assembly - Members
The ICAE World Assembly consists of members who form the highest decision-making body of the organization. It convenes every four years and brings together representatives from its global network to set strategic priorities, approve financial and activity reports, and elect the Executive Committee. The members, including NGOs and individuals, actively participate in discussions and decision-making processes. This assembly plays a key role in shaping the future of ICAE by guiding its global advocacy efforts and ensuring that adult learning and education remain a universal human right.
Executive Committee:
The Executive Committee (EC) of ICAE is the governing body responsible for implementing the strategic decisions made by the General Assembly (GA). Elected every four years, the EC is composed of representatives from ICAE’s seven global regions, ensuring a broad and inclusive approach to decision-making. The committee includes key roles such as the President, Vice Presidents, Treasurer, and Secretary General. In 2023, the International Council for Adult Education (ICAE) celebrated 50 years of advocating for adult learning and education as a human right.
