Just4All: National Background Papers on Just Transition, Lifelong Learning, and Adult Education

The Just4All project, funded by the European Union, aims to explore the role of adult education in promoting a Just Transition towards a more sustainable and inclusive future. As part of this initiative, four affiliated partners—ABF (Sweden), Ligue de l’enseignement (France), CARDET (Cyprus), and AONTAS (Ireland)—have developed National Background Papers that examine how adult learning and education (ALE) policies support Just Transition efforts in their respective countries.

These papers analyze existing national policies, identify gaps, and provide concrete policy recommendations to ensure that adult education plays a central role in addressing the environmental and social challenges of our time. Informed by these national findings, SOLIDAR has compiled a European-level policy leaflet with recommendations for a more coherent and inclusive approach to lifelong learning.

Key Policy Recommendations

Across all four national reports, several common recommendations have emerged:

1️⃣ More and better-designed funding – Adult education programs supporting Just Transition need adequate and structural resources.
2️⃣ Transversal competences matter – While workforce training is crucial, adult education should also empower individuals with broader skills for active participation in society.
3️⃣ Stronger engagement with civil society organizations – CSOs play a crucial role in fostering democratic support for Just Transition, yet their involvement remains limited.
4️⃣ Policy coherence and a holistic approach – Just Transition requires cross-curricular educational strategies that integrate formal, non-formal, and informal learning.
5️⃣ Transnational cooperation – International collaboration supports innovation and strengthens global perspectives in adult education.

The Just4All consortium, including ICAE, remains committed to advocating for inclusive adult learning policies that prioritize sustainable communities and empower vulnerable groups, including migrants, women, and individuals with low skills.
